That narrowly averted future shows the kind of investment Rockwood has drawn in recent years.

Desperately needed rental housing and community services? Not so much.

But now, much of Rockwood — a neighborhood on the fringe of both Portland and Gresham whose commercial core is littered with vacant lots, fast-food restaurants and check-cashing businesses — is included in a collection of low-income neighborhoods where the federal government is offering big tax breaks for investors.
